Good overview on how the business teams need to own the data.  That should be rule number 1 in any data governance program.  I would also add that data governance programs can be accelerated if there are business units that are already doing informal governance.  For example, if HR is the owner of employee information, then they may be a logical place to start and be the catalyst teams.  Data governance done right and formally can actually lead to a lot of time savings for the teams that are struggling to do it without formal guidance.
